When the portlet is first deployed with no categories selected,
1. It does not show the modal panel.
2. If a user launches it manually then the modal panel should display this message "There are no tips to display"
The current version of app doesn't behave as expected for Req 2.
3.When the articles are empty with selected category, don't show Modal panel.
4. Change the On/Off switch upon user selection in Modal panel.
