[LRA-166] Skype Chat & IM issues

1.The name of the app is Skype chat & IM, but it only allows to create a group. It should be renamed appropriately.
2.Need to check if user is signedin when added to public sites.
3.The list of saved groups has three actions open, edit and delete. The icons are missing titles on them.
4.When deleting a group, the popup should mention the name of deleting group.
5.No search, which means user have to scroll through all tabs to find the member.
6.The group names need to be unique.
7.The label of the "Save" button on Group name field can be renamed to "Done"/"Ok" to avoid confusion.
8.Once a group is created/opened, there should be a way to create new group without refreshing the page.
9.No confirmation if a group is created successfully. Have to check by clicking Open groups button.
10.When a group is opened and then deleted, the selection should also be cleared.

IE11/ Win 7
11.When Skype is not intalled, displays content couldn't display page.
